Without economic development. there can be no lasting security. and without a secure political environment. there can be no significant economic and social development. The security of our own Nation depends on the security of the Caribbean and Central America. Even in the short run. the cost of not acting would be greater for our Nation just because of the immigration problems of refugees. legal and illegal. flooding into the United States. fleeing terrorism. The Presidents proposal emphasizes private investment. trade incentives. and technical assistance in addition to traditional aid programs to meet the challenges for our neighbors to the South. The emphasis of tile Caribbean program is overwhelmingly economic with a ratio of 5 to 1 over military assistance.
