We ignore economic and social instability in the Caribbean at our peril and theirs. The rising cost of imported oil and declining prices of sugar. coffee. and bananas are causing economic decline throughout the region. This decline creates an environment conducive to political violence and terrorism. This political instability threatens U.S. national security because it takes place in a stretegic region. and it threatens our own economic recovery with the specter of waves of illegal immigrentb and political asylees draining our national resources. We cannot allow these dangers to persist. We need policies that address the problems in the Caribbean basin.
