Of the $1.8 billion proposed for grants to States for employment and training activities. only $900 million would actually be expended in 1983. Job Corps funds would be cut by onethird to $387 million. with enrollment dropping from 40.000 presently to approximately 22.000 by the end of 1983. The Presidents proposal would lump national employment and training programs currently serving Indians. migrants. and other target groups with programs for older Americans now served by older Americans community service employment programs under a meager request of only $200 million. In 1981. these groups combined received $582 million in funding. The proposal provides no funds for summer youth employment and no funds for welfare recipients under the WIN program.
