Mr. Speaker. my recent visit to the Fort Allen Haitian refugee camp in Puerto Rico had a profound impact on me. The suffering that these people are enduring. the blight on their spirit that detention at Fort Allen has caused is most disturbing. The United States is a wealthy country full of good spirited people. I believe that if all U.S. citizens were allowed to observe the suffering of the Haitians in the Fort Allen camp. they too would agree with me that a humanitarian gesture. allowing the refugees to spend Christmas with Puerto Rican families willing to sponsor them. is not only in order but necessary. That is why I and 13 of my colleagues have sent a telegram to the
