It seems to me. however. that the fact that the Secretary of Labor has to determine and certify that there are not sufficient workers in the United States to do the specific work that such nonresident workers are permitted to perform works as a safeguard against displacement of U.S. workers. In addition. Mr. President. I would point out that Congress w11 be considering the administrations immigration and guest worker proposals in the near future. It would seem to me that the temporary exclusion should be continued at least until they can be evaluated in light of the administrations proposals. ExHnrr I
