I would first like to thank the gentleman for his sterling help all through this year as a member of our subcommittee. Mr. Speaker. as my colleagues may recall. H.R. 4327 passed the House under suspension of the rules on October 13. 1981. It is a noncontroversial legislative package that is designed to: First. Improve the efficiency of the Immigration and Naturalization Service. Second. Promote a more equitable application of our immigration laws. and Third. Save several million dollars over the next few years. The Senate has approved the legislation with just a few minor changes which I will now describe:
