Viktor Brailovsky. But his seminar. like so many others. was forced to disband because of increased Soviet repression. Brailovsky was arrested in 1980 and sentenced to several years of internal exile. Persecution like this has soared in past months and portends calamity for unofficial scientific gatherings. Concern has been mounting in the United States over the drastic decrease in emigration and the rapid escalation of repression. In September of this year. Senator RIEGLE and I wrote a letter to Secretary of State Alexander Haig urging him to include the treatment of Soviet Jews in his discussions with Foreign Minister Gromyko.
