In the Soviet Union. the emigration rate has dropped to 10 percent of the 1979 levels. and authorities are reportedly cracking down. ruthlessly. on Jewish cultural groups and human rights organizations. In El Salvador and Guatemala. U.S.-supported regimes continue their support of. and complicity with. torture and assassination of innocent civilians.
