Second. In Florida. we have an additional problem. The Department of Education last February. made a head count of all of the refugee children in the school systems. Assuming that all of these children are below the poverty level. we would request that the Census Bureau certify these numbers so that these children may be counted by the Department of Education as eligible for allocation. There are about 16.000 of these refugee children in the Miami school system. I feel that the Congress in its oversight capacity wants to insure equity in the allocation of title I of the ESEA funds. In Executive Order No. 12256. all other Federal programs have been adjusted to include this number of refugees. except for title I of the ESEA. Because of my concern for this I signed a letter from our delegation to the Director of the Census Bureau Bruce Chapman expressing these concerns. We are awaiting his response.
