There are also thousands upon thousands of Jews who wish to live in freedom either in Israel or in another nation which respects their right to the free exercise of religion. We are witnessing an alarming drop in the number of exit visas issued to Soviet Jews. Monthly permits have fallen to a level of onefifth that in 1980. less than onetenth of the rate in 1979. Our response must be swift and sure.
