Mr. President. on behalf of myself and 30 other Senate colleagues. I am introducing today a joint resolution urging the President to instruct the American delegation to the February 1982 meeting of the United Nations Commission on Human Rights to call upon the Soviet Union to respect the rights of its citizens to practice their religion and to emigrate. to stop the harassments. arrests. and trials of Soviet Jews. and to stop the assaults on Jewish selfstudy groups. December 10 is celebrated throughout the world as "Human Rights Day." It is fitting and proper that on this day. we show our support for Soviet Jewry and our intention to see that the Soviet Union fulfills its obligations on human rights. As a party to the United Nations Charter and various international covenants on human rights. and as a signatory of the Helsinki accords. the Soviet Union has pledged respect for human rights and fundamental freedoms and has accepted political and legal obligations in these areas.
