The actions by the Soviet Union stand in direct contravention to the provision titled principal VII which states that: "the participating states recognize the universal significance of human rights and fundamental freedoms" and that the states "will endeavor jointly and separately. including in cooperation with the United Nations. to promote universal and effective support for them." The significance of this passage is simple: If. as the provision states. measures to remedy human rights violations are not left exclusively to each signatory. measures such as the review of violations by other signatories and demands for rectification of the violations cannot surely be challenged. For this reason. it is incumbent upon the Congress to pass House Resolution 286 associating our support with the efforts of Andrei Sakharov. Congress does itself proud by insisting that the Soviet Union permit free emigration of its citizens as required by the Helsinki accords.e
