Chairman. the foreign assistance authorizations bill that is now before the House specifies that if we are to sell arms to Argentina. our President must certify to Congress that the Government of Argentina has made significant progress in complying with internationally recognized principles of human rights. As we consider this extremely important provision. we must speak out against abuses of human rights and human dignity by addressing the special situation of the Argentine Jewish community. Argentina. the home of the worlds fifth largest Jewish community. has a particularly long and heinous history of antiSemitism. stretching back to the early years of this century and the arrival of the first Jewish immigrants. During the mass disappearances that followed the 1976 coup. Jews were seized in disproportionate numbers and received particularly harsh treatment solely because they were Jews.
