Session #97 · 1981–83

Speech #970121911

Mr. President. there appeared in Sundays New York Times an open letter to the American people from "The Unhappy Refugees of Enclave VI." a group of the Haitian refugees currently storedthere is no other wordby the U.S. Government at Fort Allen in Puerto Rico. It is a powerful. eloquent plea for decent treatment and should be read by every member of the Senate. It reminds us that the vexing problem of immigration into this country from the Caribbean is not the bureaucratic question of formalities and procedures and quotas which the present administration seems to think it is. What we are confronted with is a human tragedy of monumental proportions. The thousands of desperate Haitians who have made their way to American shores in flimsy. open boats have come to this country for the same reason.
