Because it goes through a duck refugee. and the combined defecation of hundreds of ducks adds to the nitrates of the stream. and the Canadians have protested it. Again. we want to restore streamflow. The only way you can upgrade the quality of that water. as any scientist knows. is to increase the streamflow. and the only way you can increase the streamflow.
