Mr. President. the amendment that I have called up will place a cap. effective March 1. 1982. on the number of illegal aliens that can be detained at the Immigration and Naturalization Service (INS) facility known as Krome North. I have a number of reasons for offering this amendment: First. the overcrowding at the facility has caused pitiful conditions. second. the facility has become a symbol to the people of south Florida of an immigration policy that is ineffective. and third. while longterm solutions are on the horizon. Florida needs help now and cannot wait for any solutions that may or may not materialize. Some of my colleagues from Florida and I have made these points before.
