The total of economic development assistance. excluding our refugee assistance programs. is only about onehalf that amount. $3.118.207.804. In this regard. let me note briefly what I regard as more than a curious anomaly. Global arms sales. according to the Department of Defense. increased by $1.3 billion in fiscal year 1971 to $15.2 billion in fiscal year 1980.
