Only where that proves totally impossible does the U.N. High Commissioners office attempt resettlement in the country providing first asylum or into third countries. This emphasis on repatriation is welcome by all those nations. like the United States. which have responded over the years generously in the resettlement of refugees. but which cannot continue to resettle all the refugees streaming from their homelands.
