Mr. President. as my colleagues are well aware. over the past few days I have been placing in the RECORD the testimony of expert witnesses who detailed the continuing renorts of antiSemitic activity in the Soviet Union. Today I am pleased to submit the statement of Dr. Mark Azbel. a former leader of the refusnik community who was finally allowed to emigrate to Israel in 1977. Dr. Azbel is a chemical engineer and physicist of great eminence and has published over 70 scholarly articles in his field. He was elected as a member of 5 The veto provisions of the Act expire on September 30. 1982 unless they are renewed by further legislation. the Chemical Society of England and is on the staff of Tel Aviv University.
