Mr. President. it is indeed with a sense of urgency that we must respond to this growing problem. At the same time. however. we must take into account the impact new legislation will have on the flow of refugees to America. as well as the impact on our society. We should allow foreign nationals into our Nation. but on terms that are consistent both with a global humanitarian interest and the best interests of the American people. Mr. President. as chairman of the Committee on the Judiciary. I can assure the Senate that the committee is prepared to act on immigration and refugee legislation in this Congress. Under the leadership of Senator SIMPSON. chairman of the Subcommittee on Immigration and Refugee Policy. this legislation will undergo careful scrutiny. Senator SIMPSON has already done yeoman work in this area and I want to commend him for his continued leadership in pressing for a sound legislative response to immigration and refugee problems. There are proposals in the package submitted by the administration that have my full support. There are others. however. on which I intend to reserve judgment until the committee has had the opportunity to study them closely. as well as consider other alternatives.
