I am honored to participate in this sessions "Call to Conscience" Congressional Vigil for Soviet Jewry. As members of this freely elected democratic body. I believe it is our duty to speak out for human rights throughout the world. particularly for those who have been imprisoned or harassed strictly on the basis of their religious beliefs and desire to emigrate. I would like to call your attention to the plight of Yitzchak Tsitverblit. a 61yearold electronics engineer in the city of Kiev. Mr Tsitverblit first applied for permission to emigrate with his family to Israel in June 1973. The Soviet Government denied him permission to leave for reasons of "secrecy." This was despite the fact that Mr. Tsitverblit had quit his job as an electronics engineer in 1971. and had been working for 2 years as a manual laborer. Today. 8 years since his application. Mr. Tsitverblit and his family have still been denied permission to emigrate. Their life gets worse. He and his wife suffer from incurable diseases. and Mr.
