I am pleased to. take part in this special order recognizing the award of the 1981 Nobel Peace Prize to the Office of the United Nations High Commissioner for Refugees: The work of this United Nations organization in situa-. tions fraught with political and diplomatic problems all over the World deserves this tribute. This is the second time the UNHCR has been so honored. In 1954. followJSE 24971 ing itsgroundbreaking work in resettling European refugees from the horrors of the Second World War. it received its first Nobel Prize. Since then. it has widened its scope to include the whole world and the growing emergency situations which have regrettably created thousands of new refugees. helpless men. women and children who have been forced to flee their homes through no fault of their own. Their work in Southeast Asia. in Africa. in Bangladesh and in the unfortunately many other areas where political conflict and natural disaster have created new victims. has been quiet but valiant. They have often worked behind the scenes. without headlines and without fanfarebecause this has been the only way they can achieve their goals.
