For that reason I have been a supporter of efforts to restrain what I call extra zealous efforts by the Department of Education to impose bilingual education on States and local school boards because it is a function of our Nation to encourage people to speak English. But this issue relates to the right to vote. which is the most fundamental of all rights. And it looks to me as if what this amendment would do is restrict access to the polls for lots and lots of people who have come into this country over the last 10 or 15 years. hundreds of thousands of Spanishspeaking. primarily Spanishspeaking immigrants. although it may be other types of immigrants. This amendment will discourage them from participating in our system. And while I grant you there may be some additional costs imposed.
