I want to thank the gentlewoman for bringing this very important focus into the area. We are not talking about illegal aliens. we are not talking about refugees. and we are not talking about immigrants. We are talking about American citizens whose ancestors have been in this country longer than those of many of us. It is for reasons beyond their control that they have had bad educational opportunities and other barriers to assimilation in the mainstream of American life and that they simply cannot speak English. I would imagine it is also true that most of the people we are concerned about are quite elderly.
