Also in March. the administration announced its opposition to the oil spill liability and compensation bill in a statement barely two pages long. and absolutely incomprehensible in its reasoning. Ironically. the oil spill legislation would. if enacted. save the Government millions of dollars a year through a mechanism which is. in essence. a user fee. In August. the administration announced plans to assign the Coast Guard the new task of interdicting illegal immigration from the Caribbean island of Haiti. despite a plea in writing from myself and from Representative DON YOUNG. no additional funds will be made available to the Coast Guard to carry out this project. Early this month. the administration opposed efforts. led by both Republican and Democratic members of our subcommittee. to provide for a very modest increase in Coast Guard appropriations. an increase sufficient only to allow the Coast Guard to operate in 1982 at the level it has been able to maintain in 1981. Also this month. the Department of Transportation began a series of meetings with the maritime community in order to initiate a systematic reconsideration of the user fee concept.
