Mr. President. as a result of an Executive order issued yesterday by the White House. the Coast Guard has been given the added burden of stopping the flow of Haitian refugees now entering the United States illegally by sea. Regardless of the merits of the Presidents decision. it is obvious that yesterdays Executive order imposes a heavy responsibility on the already overburdened Coast Guard. It is another example of the haphazard way in which new missions have been heaped upon the shoulders of the Coast Guard without consideration being given to providing the service with adequate equipment and manpower to get the job done.
