Mr. President. the administration has announced new policies for coping with mass firstasylum situations. such as the Cuban exodus last year and the continuing flow of Haitians. At hearings of the Subcommittee on Immigration and Refugee Policy I have expressed my deep concern over many of the administrations proposals. especially the intention to interdict Haitian boats on the high seas suspected of carrying Haitians destined for the United States. Many of these concerns have been reviewed in a thoughtful analysis prepared by Lois McHugh of the Congressional Research Service of the Library of Congress. entitled "Interdiction of Haitian Vessels on the High Seas." I commend this report to the attention of my colleagues. because it raises important questions on the legal. diplomatic and practical implications of the administrations proposals. If we are not careful. we will soon be adopting the very policies the United States has been so strongly. and correctly. critical of by other nationssuch as those in Southeast Asia whom we have condemned for interdicting Vietnamese boat people on the high seas.
