Mr. President. I am pleased to join my distinguished colleague from Wyoming . chairman of our Subcommittee on Immigration and Refugee Policy. in introducing today the Immigration and Nationality Act Amendments of 1981. Except for a few omissions. this bill is basically similar to S. 1763. the immigration efficiency bill that we unanimously reported out of the Judiciary Committee last sessionand which was passed by the House of Representativesbut did not receive final action in the Senate. Mr. President. I strongly support this bill because it brings some urgently needed remedial reforms to our immigration law. It improves the efficiency of the Immigration and Naturalization Service. It eliminates unnecessary paperwork. And it will save several million tax dollars every year. Like the bill last year. this bill is strictly remedial in nature. It does not attempt to deal with the overall immigration reforms proposed by the Select Commission on Immigration and Refugee Policywhich are now under active review in our subcommittee as well as in the House Judiciary Subcommittee on Immigration. Refugees and International Law. Although this bill does not go as far as the bill I introduced last year. I am hopeful we can deal with these other areas in the context of the bill we are drafting based upon the Select Commissions recommendations. I particularly regret that we were unable to get agreement to act upon last years provisions relating to G4 visa holders and the transmission of citizenship for Americans born overseas. But the bill we are introducing nonetheless achieves a number of urgently needed immigration reforms and I hope we can act upon it expeditiouslysince it really should have passed the Senate last session and been signed into law.* By Mr. INOUYE:
