Mr. President. many times. my colleagues and I have contacted officials of the State Department and the Government of the Soviet Union in behalf of families in Russia who wish to emigrate because of political or personal reasons and have not been allowed to do so. We have joined in efforts to get relief for the Chmykhalov and Vachchenko families and others who have been trying for years to emigrate from Russia. Only last week. I and others of my colleagues sent a letter to Secretary of State Haig expressing our growing concern about the treatment of religious minorities in the Soviet Union. The letter expressly cited the unreasonable restrictions imposed on emigration by the Soviet Government. the systematic efforts of that government to prohibit the teaching of the Hebrew language and the harassment of religious groups in the Soviet Union. During my first year in the Senate. I was a part of the congressional delegation that went to Russia in relation to the SALT 1I treaty.
