As a first hand observer of the life of Soviet Jewry for the last 15 years and as a direct participant of many important events in this life. I declare that a cultural genocide of the Jews is being conducted in the Soviet Union. The severe crackdown on dissident and refusnik activities in recent years lends credence to Eitan Finkelsteins tragic assessment. Now. more than ever. we in Congress must commit ourselves to defending the right of these brave people to emigrate from tyranny. We must commit ourselves and our Government to protesting. whenever necessary. the Soviets violation of the most basic human rights. Truly. such action is fully consistent with the best traditions of our Nation.*
