As my birthplace and hometown enters its third century we are faced with an explosion of new ethnic groups seeking an opportunity to forget the incredible tribulations they have suffered before settling here. In my own congressional district in central Los Angeles there are thousands of Vietnamese. ethnic Chinese boat people from Vietnam. refugees from Thailand. Laos. and Cambodia. On the same streets we find Jews and Armenians fleeing from Soviet oppression.
