Until he applied for an exit permit in 1977. he had been the chief of the Department of New Materials in Leningrad. He now has been transferred to a menial factory job. I am told that the reason given for refusing permission for emigration is that Mr. Tselescin has knowledge of military secrets. However. Mr. Tselescin completed a 2year military obligation over 9 years ago. was not an officer. and would probably not have been privy to any classified information. Once more. I request that Soviet authorities allow Mr. Tselescin. his parents. and all other Soviet refuseniks like them. to exercise their right to free emigration as agreed to under the Helsinki accords.*
