Coast Guard is currently facing an expansion of its statutory responsibilities and simultaneously a move to cut its budget and the number of people needed to carry out those responsibilities. We cannot logically expect the Coast Guard to discharge its duties safely and competently by reducing their already inadequate resources. At present. we have a Coast Guard of brave men and women who are asked to provide aids to navigation. to conduct search and rescue missions. to interdict drug traffic. and to enforce our immigration laws. among numerous other tasks. We are asking them to take on these often very dangerous duties with old ships. many dating back to World War II. and aircraft and shore facilities that need replacing. In addition. the Coast Guard has been directed to reduce its civilian complement of employees.
