Chairman. the Coast Guard is a vital national resource that is being allowed to fall apart before our eyes. At a time when we are placing a national priority on the combating of our Nations drug problem. the Coast Guard has been forced to reduce some drug interdiction efforts because it cannot afford to buy fuel for its ships and aircraft. And while the Guard has had to curtail this vital mission. the administration has recently released an immigration and refugee policy that requires the Coast Guard to stop refugee ships at sea. without providing additional resources to carry out this activity. Mr. Chairman. you know my record on budgetary restraint.
