The amount recommended for the Department of Justice. $2.447.114.000. includes funding for several critical programs for which there were either no budget requests or for which significant reductions were proposed. The most significant of these is the Juvenile Justice and Delinquency Prevention Program for which $70.000.000 is included in the bill. In addition. the bill includes $25.000.000 above the budget request for the Immigration and Naturalization Service to maintain 973 positions for the Border Patrol and the areas of inspections. investigations and adjudications. It is apparent that money alone will not solve all of the problems of the INS and that changes are needed in the law. However. pending those changes. the committee felt that this additional funding may be of help in the most critical areas.
