Mr. President. let me focus for just a moment on Thailand. our longtime friend and ally in Southeast Asia. To this courageous member of ASEAN. facing a Communist insurgency in its northeast provinces. housing thousands of refugees from Laos and Cambodia. and constantly facing a Vietnamese military threat on its western borders. the military is critical to its stability and longrange survival. On April 1. 1981 I addressed the Senate concerning the IMET program and I should like to repeat again here a point which I made in that speech concerning Thailand. It is as valid now as it was then.
