Mr. President. today I was informed that the administration has reprogramed $1.5 million earmarked for refugee aid to Cyprus for use in connection with the Sinai peace force. This action comes on top of a decision earlier this year to reprogram $1 million from the Cyprus account for us in Liberia. These combined reprogramings represent almost a 17 percent reduction in the already modest $15 million authorized and earmarked for use in providing assistance to the refugees displaced during the Turkish invasion of Cyprus in 1974 using Americansupplied arms. Our aid to Cyprus is an earnest of Americas commitment to a just and early settlement of the Cyprus problem. Withdrawing even a portion of that aid sends entirely the wrong signal to the people of Cyprus about the strength of that commitment. particularly in light of the huge increases in military aid programed for Turkey.
