Madam President. Benedict Scott. whose Lithuanian name is Vytautas Skuodis. was born in Chicago in 1929. The next year he and his family emigrated to the independent Republic of Lithuania. which 10 years later was invaded and annexed by the Soviet Union. Scott. a very bright fellow. grew up to be a highly respected lecturer on hydrology and geological engineering at the University of Vilnius. He was a founder of the Lithuanian Environmental Protection Group. He assisted in the work of the Catholic Committee for the Defense of Believers Rights in Lithuania. and is a member of the Lithuanian Helsinki Group.
