I join this years Congressional Vigil for Soviet Jewry in the hope that by telling the world. in this forum. about individuals who have suffered under the Soviet regime. we can move the Soviet Union to observe its Helsinki commitment to guarantee fundamental human rights. I believe my colleagues should be aware of the case of Leonid Lubman. a Russian Jew born in Leningrad and educated in electrical engineering. Mr. Lubmans troubles with the Soviet regime began when he publicly supported a Jewish coworker who wanted to emigrate to Israel. When Leonid tried to have his treatise on sociology published in the West. he was arrested and charged with revealing state secrets. He was tried. and. as is almost always the case. convicted.
