This year. in view of the events in Poland and Afghanistan. the recent arrests of members of the Helsinki monitoring group in the Soviet Union. the exile of Andrei Sahkarov. it is our moral obligation to continue to press for the independence of these oppressed nations. As our Nation seeks better understanding through trade. scientific. and cultural exchange programs with the Soviet Union and other Communist countries. we cannot forget the populace of subjugated nations who still desire and seek basic human liberties. Populations have been removed from their homelands through deportation and resettlement programs. civil rights are broadly denied and economic and social freedoms are practically nonexistent in many nations. Our desire to coexist peacefully with the Soviet Union must not be taken as an endorsement of their sometimes barbaric human rights policy. I join my colleagues today in expressing concern for those around the world who do not control their own destiny.
