President. as many of my colleagues know. Congressman MICHAEL BARNES of Maryland is the charman of the Congressional Call to Conscience Vigil. 1981. I commend his efforts. and those of more than 100 Members of the House of Representatives. to speak out for Soviet Jews. Christians. and others who have been denied the right to emigrate. who have been harassed and imprisoned for their beliefs. who have been denied the right to join their families in other countries. I call the attention of this body to the plight of Mr. Vladimer Tsukerman who has requested permission to join his wife and son in Israel.
