Until recently there has been a lack of concerted effort within the Government to take action to locate these individuals. however. it is not entirely the fault of the U.S. Government. The Vietnamese Government has been uncooperative. It is believed that North Vietnam has retained the remains of hundreds of U.S. sericemen in warehouses. However. on July 8. Hanoi returned the remains of three U.S. servicemen and has expressed a willingness to continue searching for other remains. Furthermore. Vietnamese refugees have reported having seen Americans in Vietnam. U.S. Government officials speculate that these Americans are being held against their will.
