But I think the gentleman from Texas said just a moment ago that his amendment does not deal with what was commonly called interdiction. That is a word that has newly come into the lexicon. but I guess it means actively intercepting a boat or some cargo. If I understand the gentlemans amendment correctly. which the gentleman from New Jersey has accepted. it deals only with surveillance. But in the event the President. in his comprehensive plan on immigration. comes in with a recommendation for interdiction of ships on the high seas. the gentlemans amendment would not influence that. That would be another piece of legislation which would have to come before the gentleman from Kentuckys committee?
