Mr. President. this week. the week of July 1218. marks the 23d observance and anniversary of Captive Nations Week. It is indeed a week of both hope and despair for the basic rights of people throughout the world. Emigration from Communistbloc countries has fallen dramatically in the past months. Repression of dissident factions in the Soviet Union and behind the Iron Curtain has increased and shows no sign of abating. The concept of free exchange of ideas and information. rights basic to all. is becoming. once again. virtually unknown in the Soviet Union. The peoples of the captive nations have not given up the struggle. they have not stopped looking to America for help.
