While there are some differences between the proposals Mr. SCHMITT and I have offered. we are in strong agreement on the need for a guest worker program. We also agree that any guest worker program must be large enough to effectively replace the unregulated flow of undocumented workers from Mexico with a system of legal temporary admissions. I am very concerned that the Presidents advisers have asked him to consider a pilot program which would admit only 50.000 workers. So limited a program invites failure before it even gets underway because it does not immediately address the need to bring illegal immigration under control. It does not address the needs of the many farmers and businessmen who are desperate for additional workers. It does not even address the need to provide incentives for participation.
