While the administration is favorably disposed toward creation of a temporary worker program. there are recent indications that the proposal will be for a very small program of around 50.000 persons. In my opinion such a program would be too small to be of any value as an experiment and would be overwhelmed by the continuation of illegal migration. It is clear to me. at any rate. that a larger program Is needed to direct the current stream of undocumented workers into a legal and selfenforcing system of migratory workers from Mexico. Mr. President. I have written a law review article on this subject that expands on these concepts in greater detail and will- be published later this month In volume 4 of the Immigration and Nationality Law Review.
