Mr. Chairman. I rise in support of the provision in the bill as recommended by the Committee on the Judiciary and there should be no dispute in this body about the need for legislative action in order to promote cooperation between the military and civilian law enforcement authorities. particularly in the areas of greatest need. drug trafficking. smuggling and illegal immigration. This Posse Comitatus Act. which was enacted during the period of- reconstruction to meet the unique problems of that time. has been a source of confusion about what sorts of assistance and military support may be provided to the civilian law enforcement authorities. Commonsense tells us that there should be no impediment to the military sharing intelligence about criminal activity that they gather in the routine course of military operations.
