Our proposal keeps a mental health programalbeit with significant State participation. We keep a program for the developmentally disabled. We keep family planning. We reauthorize childhood immunizations. TB. VD control. and community and migrant health centers as separate programs at authorizations reduced to reflect the budget resolution. The programs are salvaged and more than the required amounts are saved. H.R. 3964 contains amendments related to health manpower programs and health planning.
