President. the amendment adopts the Reagan administration submission for the Patent and Trademark Office. It achieves savings of $3.3 million in 1982 and additional savings in fiscal years 1983 and 1984. The entire amendment. when considered as a package. achieves the savings necessary for the Judiciary Committee to be in compliance with the first concurrent budget resolution. but more importantly. reinstates the levels recommended by President Reagan for the refugee assistance program and the CubanHaitian program. Mr. President. I ask unanimous consent that several tables indicating the levels of assistance to each State for refugee assistance be printed in the RECORD following my remarks.
