Mr. President. this Saturday is the third anniversary of one of the more dramatic violations of human rights in the Soviet Union. Three years ago. the Vashchenko and Chmykhalov families. seven Pentecostals who had been trying to immigrate to the United States since 1962. were forced to flee into the U.S. Embassy in Moscow. The two families had gone there to seek advice on obtaining exit visas to leave the Soviet Union. They had received all the necessary credentials for entrance into the Embassy. They did not intend to stage a sitin or remain at the Embassy. Yet. when they arrived.
